Search by DOI should not require an exact match

Searching by DOI currently requires an exact match. It should be case blind. Furthermore, the database contains values both with and without the https://doi.org/ prefix. The search should be such that it ignores any prefix and just case-blind matches the unique portion of the DOI value.
