GLIMR - Add wavelength and remove compression data from L1A

Add wavelength dim to GLIMR L1A. Per Liang, remove compression data and have the image directly be in the L1A so it is easier to use for geolocation and L1B processing.

Merge the decoding code into the L1A so it decodes it while making the L1A.
